Dear Mr. Skinner:
This is in response to your undated letter which was receiv.ed _in my office on June 3,1986, in which you requested, pursuant to the Freedoin.of Information Act (FOIA), eight categories of documents regarding plutonipin accountability at 18 listec facilities. This also confirms your. telephone conversation on July 15, 1986, with members of the Office of Nuclear Material Safety and Safeguards and my Division. The item numbers below correspond to the numbers in your request.
Item 1 The documents listed on the enclosed Appendix A are being3placed in the NRC Public Document Room,1717 H Street, NW, Washington, DC.
Portions of documents one and two listed on the. enclosed Appendix B are being withheld from public cisclosure pursuant to Exemption (3),of the.F01A (5 U.S.C.
552(b)(3)) and 10 CFR 9.5(a)(3) of the Commission.'s regulations. These documents contain unclassified safeguards information. The ' statutory authority for withholding this information is found in Section 147 of the Atomic Energy Act (42 U.S.C. 2167).
Additional portions of document two listed on the enclosed-Appendix B are being withheld from public disclosure p(ursuant to Exemption. (4) of the F0IA (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a) 4) of the Commission,'s regulations.
This information identifies procedures for safeguarding licensed special nuclear material at a licensed f acility or plant.
Items 2, 3, and 5 The information requested is contained on the DOE /NRC Forms 741.and 742. This infonnation is being withheld from public disclosure of the F0IA (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a)(4) pursuant to Exemption (4) of.the Commission's regulations. However, as agreed, the f ollowing is provided for your information.
Inventory tilfference (formerly " material unaccounted for" or MUF) for any material balance period (i.e., inventory period) is derived mathematically as follows:
ID = BI + A - R - El
'Where:
Bla Beginning inventory for the period in question.
A= Additions to inventory '(i.e., receipts) for the period in question.
R= Removals from inventory b.e., shipments and measured discards) for the period in question.
EI= Ending inventory for the period in question.
f The El quantity is established at the time of physical inventory, and also becomes the Bl term for the next inventory period.
By regulatory requirement, the physical itiventory (used to establish EI) is to include al.1 plutonium (or high enriched uranium, or low enriched uranium, as the case Hiai be) possesseo by the licensee, and all listed material quantities must be based on measurements.
Since the total El quantity should include any holdup material, no adjustment or correction to 10 is needed to compr, sate for holdup.
All four terms of the ID equatior are based on measurements, but such measurements are subject to ecostrement uncertainty.
This in turn means that any calculated ID result has au uncertainty band associated with it. By regulatory requirement, the Irakum uncertainty (at the 95% conficence level) associated with an ID is limited tc 0.5% of throughput (for the period in question).
In actual practice the limit of er17 associated with ID (i.e.,
LEID or formerly LEMUF) is nonnally well below the 0.5% iimit.
