SUBJECT:

ROUTINE INSPECTION AT BATTELLE MEMORIAL INSTITUTE, COLUHtsVS OPERATIONS, OH (NRC REPORT N0. 070 00008/97001(DNMS))

Dear Mr. Layendecker:

This refers to the routine, unannounced safety inspection conducted on January 6-10, 1997, at Battelle Columbus Laboratories, King Avenue Site, Columbus, Ohio and West Jefferson Site, West Jefferson, Ohio. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. This refers also to the discussion of our findings with Mr. Hood, Vice President -

Environment Safety and Health, and other members of the management and staff of Battelle Memorial Institute, at the conclusion of the inspection.

A copy of our report of this inspection is enclosed. The inspection was an  ;

examination of activities conducted under your license as they relate to radiation safety, and to compliance with the Commission's rules and regulations and with the conditions of your license. Within these areas, the inspection consisted of selective examinations of procedures and '

representative records, interviews with personnel, independent measurements and observations of activities in progress.

Based on the results of this inspection, the NRC has determined that no violations of NRC requirements occurred. One concern was identified relating to management changes, vacancies and reassignments, such that the Battelle Management Team is no longer constituted or functioning as described in the Decommissioning Plan. This issue will be addressed in our pending licensing  :

action; you are not required to respond at this time to address this concern.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NRC Public Document Room (PDR).
