NRC RADIOLOGICAL SURVEYS AT BATTELLE MEMORIAL INSTITUTE (BMI),

COLUMBUS, OHIO OPERATIONS, BUILDINGS 1. 6, AND 7 (NRC REPORT NO. 070-00008/97002(DNMS))

Dear Mr. Layer. decker:

This refers to the inspection and radiological surveys conducted by NRC Region ll1 inspectors, supported by Ohio Department of Health personnel, on August 25 27,1997, at Battelle Columbus Laboratories, King Avenue Site, Columbus, Ohio. The purpose of this inspection was to determine the adequacy of decommissioning activities conducted in-BMI's Buildings 1,6, and 7 as authorized by the BMI ficense. BMI and it adependent Verification Contractor had conducted a final survey of these buildings. This also refers to discussion of our preliminary findings with you and Dr. Emold and other members of the management and staff of Battelle Memorial Institute on August 25,1997, and to the discussion with you on September 19,1997, and with the Assistant RSO on October 29, 1997, concerning the results of radiological analyses of wipes and soil samples, respectively, by the NRC Region 111 laboratory.

A copy of our report regarding this inspection is enclosed. The inspection consisted of radiological surveys, which will be u ed by the NRC to evaluate BMI's effectiveness in decommissioning its facilities and to release these facilities for unrestricted use. The

-inspection also consisted of selective examinations of procedures and representative records, and interviews with personnel.

Based on the results of this inspection, the NRC has determined that no violations of NRC requirements occurred. The rediological surveys conducted in the three buildings, except for a small piece of uranium metalidentified in a first floor trench and two small areas in two adjoining rooms on the fourth floor of Building 1, did not identify any radioactive materials in excess of NRC release limits. The piece of uranium metal was removad and placed with BMl's radiological waste for disposal. The two areas on the fourth floor of Building 1 were limited to small spots in upper surfaces in two adjoining rooms.

Layendecker 2-During the Management interview at the conclusion of the inspection licensee representatives stated that these rooms and the rooms immediately adjoining them would be resurveyed and remediated as necessary. It was further noted that a root cause analysis was in progress to determine how these rooms, in which contamination had been Identified during the characterization survey, were not remediated and resurveyed. The NRC staff believes that following remediation of these areas, completion of the Final Survey Reports and their review by the NRC, the Buildings would be acceptable for unrestricted release.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NRC Public Document Room (PDR).
