The inspecto conducted a general inspection of the work site and the work I activities in the electrical construction program. In place storage of electrical equipment was examined and it was noted that equipment was adequately covered and heat was applied for humidity control. The warehouse i storage areas for class IE equipment was inspected and found satisfactory.

I Several motors were checked to insure that heat was applied and oil levels

_ were satisfactory. The storage records for these motors were reviewed to l insure that periodic inspections were being performed.

The final report was submitted on December 28, 1981. The report has been reviewed and determined to be acceptabl The inspector held discussions with responsible licensee representatives and reviewed supporting documentation to verify that the corrective actions iden-tified in the report are being implemented. Supplement 7 to NY-435105 of October 6, 1981, shows that class 1E HVAC units are to be purchased, CAR 2166B043S01, Cable and Raceway report C15 and CWD CAR 21668-401 sheets 2777 & 27776 identifies these units as class IE and shows cables going to these units as class I (Closed) CDR 50-400, 401/81-01 (CP&L Item 60), Volume Control Tank Level Control System. On June 9,1981, CP&L notified Region II of a possible 50.55(e) item concerning the above subjec This item was also identified on May 21, 1981, by letter to NRR from the Westinghouse Electric Corporatio The licensee submitted an interim report to Region II on July 7, 1981, in which they stated that reportability had not been determined and that Westinghouse recommended that plant operating procedures be written or modified to correct the potential problem with this system. On October 5,1981, CP&L notified. Region II, by telephone, that followup engineering evaluation dispositioned this item as not reportable by 10 CFR 50.55 (e) criteria. The inspector held discussions with responsible licensee representatives and was informed that a Deficiency and Disposition Report (DDR) No. 594 was issued for long term control . This DDR was written to insure that operating procedures, when written in the future, will factor in the Westinghouse recommendation for the operation of the Volume Control Tank Level Control Syste . IE Bulletins (IEB) (Closed) IEB No. 79-28, Possible Malfunction of Namco Model EA180 Limit Switches at Elevated Temperatures, Unit (s) 1 and CP&L letter of May 30, 1980 reports that the subject type limit switches have not been i sent to the construction site and in instances where the subject i switches were used by equipment vendors, the corrective action identi-fied in the Bulletin had been taken by the vendors prior to installa-tion of the switches in the equipmen ,

i (Closed) IEB No. 80-19, Failure of Mercury-Wetted Matrix Relays in RPS of Operating Nuclear Power Plants Designed by Combustion Engineering (Units 1 and 2).

CP&L letter of September 17, 1980 reports that the subject type relays are not used in the RP . IE Circulars (IEC) (Closed) IEC No. 79-12, Potential Diesel Generator Tubtocharger Problem (Units 1 and 2). This IEC identified problems with the turbochargers '

used on EMD diesels. The licensee has reviewed this Circular and

states that the subject turbochargers are not used at the Harris Nuclear site. Delaval Diesels are used at this facility, (Closed) IEC No. 79-13, Replacement of Diesel Fire Pump Starting Contactors (Units 1 and'2). This IEC identified problems with starting ,

contactors for specific Cummins Industrial Fire Pump Engines. The licensee has reviewed this Circular and states that they have a different model than those listed in the Circula (Closed) IEC No. 79-17, Contact Problem in SB-12 Switches on General '

Electric Metal-Clad Circuit Breakers (Units 1 and 2). The licensee-has reviewed this Circular and states that no GE switchgear is used in class 1E applications at Harris Nuclear sit (Closed) IEC No. 80-11, Emergency Diesel Generator Lube Oil Cooler Failures (Units 1 and 2). This IEC identified corrosion problems with the solder that seals the tubes to the tube sheets in lube oil coolers manufactured by Young Radiator Company. These coolers are on Emergency Diesel Generators manufactured by EMD. The licensee reviewed this Circular and states that this problem is not applicable to their

. Delaval Diesel Generator They do indicate that Delaval recommends acceptable corrosion inhibitors for use in their units and that the actual water treatment program must be established by CP& .
