ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Docket No. 50-400 Shearon Harris Unit 1 License Nos. CPPR-158 During the Nuclear Regulatory Commission (NRC) inspection conducted on November 3-7, 1986, a violation of NRC requirements was identified. The viola-tion involved a failure to follow procedure. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 6.8.1 states that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Appendix A of Regulatory Guide 1.33, Revision 2, February 1978 recommends that procedures should be written for each surveillance test. s Operational Surveillance Test Procedure, OST-1085, IA-SA Diesel Generator Operability Test, Step 30 directs to, locally at the ECP, monitor individual cylinder exhaust temperatures on Temperature Selector Switch. When all cylinder exhaust temperatures are less than 500 F, stop the Emergency Diesel tienerator.

Contrary to the above, the licensee failed to properly implement procedure OST-1085, in that individual cylinder exhaust temperatures were not monitored prior to securing Emergency Diesel Generator 1A-SA on November 6, 1986.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Noticc a written statement or explanation in reply including I (for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
