i FNCLOSURE1 NOTICE OF VI'1L ATION Carolina Power and Lignt Corepany Docket No. 50-400 Shearon Harris Licensu No. NPf 53 During the Nuclear Regulatory Consnission (NRC) inspection conducted on Decenber 15 - 17, 1986, a violation of NRC requirenents was identified.
The violation involved fatlure to follo's approved plant procedures.
In accordance with the " General Statement of Pritcy and Procedure for NRC Enforcement Actions,"10CFRPart2.Appendixf.(19d6),theviolationislistedbelow:
Technical Specification 6.8.1, states that written proceduras shall be estabitshad, implemented, a id maintained coverino activities referenced in Appendix A of Regulatory Gelde 1.33 Revision 2 February 1970.
Appendix A of Regulatory lu'do 1.33. Revision 2, february 1970 recommended that the authorition and responsibilities for safe operation and shutdown be governed by written Admit.tstrative Proceduros. Operations Management Hanual (OMH) 001, Operations Conduct of Operations, states that plant equipment shall be oporated in actordance with written approved procedures.
