ENCLOSURE 1 NOTICE OF VIOLATION-Carolina Power and Light Company Docket No. 50-400 Shearon Harris License No. NPF-53 During the Nuclear Regulatory Commission (NRC) inspection conducted on December 30, 1986 - January 6, 1987, a violation of NRC requirements was identi-fied. The violation involved inadequate procedures for measurement of reactor coolant system leakage. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 6.8.1.a and Regulatory Guide 1.33, Appendix A, Paragraph 8 require implementation of surveillance and test procedures.

Contrary to the above, test procedure 1-9102-S-02 and surveillance procedure OST-1026 in use on December 29, 1986, did not adequately account.for changes in the measured parameters leading to errors in the sign and magnitude of leakage from the reactor coolant system.

This is a Severity Level IV violation (Supplement I).

l Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

! (1) admission or denial of the violation, (2) the reason for.the violation if l admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further viola-tions, and (5) the date when full compliance will. be achieved. Where good cause is shown, consideration will be given to extending the response time.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
