Northem States Power Company 414 Nicollet Mall Minneapolis, Minnesota 55401-1927 Telephone (612) 330-5500 August 23, 1994 U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Request for Approval of Revision 2 of NSPNAD 8609, Oualification of Reactor Physics Methods for Aeolication to Monticello The currently approved reactor physics methods for Monticello are described in Revision 1 of NSPNAD-8609-A, " Qualification Of Reactor Physics Methods For Application To Monticello". The purpose of this letter is to submit Revision 2 of NSPNAD-8609 for NRC approval.

Revision 2 describes the new methods based on CASMO-3/ SIMULATE-3. Nearly all values, tables, and figures have been revised consistent with the results of the new methods (changes are indicated by sidebars). The form, typical content, and much of the text is similar to Revision 1.

NSP personnel have been trained on the new physics methods and are fully qualified to use them. The code inputs for the models based on the new methodology were produced entirely by NSP personnel.

It is desired to use the physics methods described in Revision 2 for Monticello Cycle 18, in which we intend to transition to Gell fuel. In o1Aer to make a smooth transition to the new physics methods for Cycle 18, NRC l approval is needed by 8/1/95.
