Dear Mr. Martin:

This is in response to the items of concern which you expressed in your letter of December 11, 1985 regarding the appraisal conducted of the radiological environmental monitoring program which the Department conducts around the Wolf Creek Generating Station under the NRC/ State of Kansas Environmental Monitoring Cooperative Agree-ment. We certainly appreciate the time and effort Mr. Nicholas put into the review of the monitoring program and the constructive comments and suggestions he provided. We are ! ways looking for ways to improve our programs. The courtesy and cooperative attitude exhibited by both Messrs. Nicholas and Murray during their visit was greatly appreciated.

In response to the concerns and deficiencies cited in your letter, we have consulted with the Radiation Laboratory staff and, in addition to our response- to those concerns and deficiencies pertaining to our portion of the monitoring program, have also included Dr. To's response pertaining to the Radiation Laboratory's portions of the program. These are outlined and numbered in the same order as they appear in paragraph 3. of your report.

3. a. Sample collection and laboratory procedures are being revised to include a title page indicating title, author, procedure number, revision number, date of issuance and the signature of appropriate supervisory staff.
3. b. Dr. To has indicated that he is preparing a calibration standard comprised of 12-13 filters which will be used to calibrate the GeLi gamma spectroscopy system for analysis of quarterly air particulate filter composites. The calibration standards and counting procedures for soil, vegetation / food products, and fish samples are also being revised to employ a Marinelli beaker and larger sample size required to meet the LLD's.
3. c. As of October, 1985, the gross beta analysis of weekly air particulate filters is being performed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> after the filters are collected to allow for the same sample decay time used by the facilities contractor.

Gross beta results are also being reported in the same units as the licensee and in a format which facilitates comparison of the data.

l 3. d. As of July,1985, isotopic analysis of air particulate. filters is being performed on quarterly composites rather than monthly composites as before.

3. e. Dr. To indicates that the procedure he is currently using for radioiodine i analysis of milk . samples is a wet chemistry analysis which employs an ion-exchange chromotographic column to separate the radioiodine from the milk. The LLD for .this method is 1.0 pCi/1, which is as required by the cooperative agreement. This procedure is included in the Radiation Laboratory Procedures Manual as Method I-02.

In addition, monthly sample dates will be included in all future reports and we are continuing to monitor the availability of milk sampling sources in the vicinity of the plant. In the meantime, we are currently splitting milk samples with the licensee from their control sampling location at Hartford.

3. f. Although a table of LLD's for all of the analysis performed by the Radiation Laboratory was completed in 1983, a copy was inadvertently omitted from the report. A copy is attached to this reply. We are also attempting to acquire a copy of the LLD's for the facility's contractor so they can also be included in future reports.
11. f. The shoreline sediment sampling results were sent to Blair Nicholas on October 22, 1985. A copy of that correspondence and a complete copy of the revised report is attached.
