Dear Mr. Vassallo:

General Counsel On February 13, 1980, the Missouri Public Service Commission received in its offices a letter from Emanuel A. Licitra, Project Manager of Light Water Reactors Branch No. 3. The letter was dated February 4, 1980, advising this Commission of a meeting held by the NRC in its Bethesda offices on February 8, 1980.

The topic of the meeting was to discuss changes to the SNUPPS QA program for design and construction. This topic is of great importance to the Missouri Public Service Commission because it has jurisdiction over the three remaining SNUPPS units.

On June 19, 1979, our Assistant General Counsel wrote a l letter to Mr. Licitra regarding a similar oversight. This i

I seconc occurrence prompts this Commission to insist that the l mes'ing c held on Eebruary 8, 1980, be rescheduled. We also j respectfully request that the NRC give adequate notice to our i Staff of the rescheduled meeting so that a representative may participate.

Our agency is statutcrily obligated to protect the ratepayers of Missouri and this obligation includes a careful monitoring of the nuclear units now being constructed to

. serve Missouri cuetcmers. The Missouri PSC and the NRC have

! concurrent jurisdiction over the construction of these units

! and, for this reason, cooperation between our agencies is important. ,

Dear Mr. Licitra:

ca mo c-ar On June 11, 1979, our Cornission received a letter giving notice of the pretendering meeting for OL applications for Callaway and Wolf Creek. The meeting was scheduled for June 12, 1979, at 1:30 p.m.

This short notice is not only inconvenient but very nearly foreclosed our representation at this meeting. The Missouri Public Service Commission has made known its intention to follow closely the licensing proce.ss of the two nuclear plants within our jurisciction. In addition, our Governor has expressed his intent for the Commission to actively participate in the areas of nuclear power plant regulation within its jurisdiction.

To fulfill our obligations to the citizens and rate-payers of Missouri, our Corraission must be informed in a timely manner in order to make arrangements to have our Staff representatives present. On behalf of the Commission, the General Counsel's Office expresses its concern that notice of future meetings be promptly sent.
