Bathesda, yd., 20014 Dear Mr. Felton It has been brought to my attention that a proposal has beer, made to move the collection of Wolf Creek Nuclear Utility Plant data from its present repository at Emporia btate University to Washburn University in Topeka.

I take issue with this proposal. I was dismayed to see anti-nuclear forces moving into the halls of the Legislature during the last session of the legislature, preparatory to formulating a bill to address Wolf Creek specifically.

I have reh> resented the 17th District for ten years. During my first year in office the Legislature voted on whether to permit K.G. & E.

and K.C.P. & L. to purchase water for Wolf Creek from John Redmond Reservoir. Previous to the vote, I was lobbied intensely by the anti-nuclear people, and I became acquainted vith all of them. ilol f Creek is in my District.

Last session I saw some of those same people still workina against iiolf Creek, but they now are traveling under different flags--callir.n themselves Natural Resources groups. Under the puise of bringina individuals to the Capital to give legislators information about nuclear plants that was unavailable elsewhere, these people were very influential with some of the leadership. As a result, a bill was passed that placed strict restraints on Wolf Creek. Of course this action was pleasing to the anti-nuc1 car nroups, but it was disappointing in another sense, because they wanted very much to shut the plant down completely.

I can see those people are ay.'in tryino to or chestrate actions that will be beneficial to themselves. If the papers are allowed to be transferred to 6;at:hburn, it will be so truch timpler for therr to scrutinize them f reely, looking f or oppor t uni t les to d. lay the t t at t-up of the platit anain.

Wolf Creek is very near Emporia State Universi.ty, and the city of Emporia, as well as the University have been most anxious to cooperate in any way they can, to see the plant completed. The papers should stay with the local Universi ty.

I beg you to leave the papers where they are. To do otherwise will be detrimental to all the efforts that have been made to get Wolf Creek on line and paying for itself. I live fourteen miles from the plant site, and have been acutely aware of the agonies that have been experienced thus f ar in its building program. Please don't add to the problems of the 1985 Legislature, the rate payers, the utilities and yourselves by permitting this transfer.
