In Georgia Power Company's (GPC's) September 27, 1982, letter to the NRC, we requested that all references to total and differential building settlement relative to Plant Hatch Units 1 and 2 be deleted from the Unit 2 Technical Specifications. This request was further discussed in GPC's April 4, 1986, letter to the NRC. In a response letter dated

July 14,1986, the NRC requested that GPC submit additional information relative to the September 27th submittal.

In a subsequent meeting held on October 21, 1986, the Hatch Project Manager and the NRR Reviewer, along with GPC and Bechtel representatives, established a mutually acceptable basis for deleting all references to building settlement from the Technical Specifications. This basis included the following provisions:

1. _GPC would continue to perfonn the settlement surveys .ind evaluate the settlement data according to the following schedule:

- January 1987

- January 1988

- January 1990

- January 1992

- January 1997

2. The acceptance criteria / reporting requirements (i.e., Technical Specifications ACTION statements and Limiting Conditions for Operation) for allowable total and differential settlement as described in our December 1,1978 letter, would be incorporated into the plant procedure used in performing survr.I and evaluating settlement, with one exception:

The 0.1-inch deviation requiring re-surveying would be changed to a 0.25-inch deviation.

3. A building settlement survey and evaluation would be performed following any significant environmental event (earthquake, flood, tornado, hurricane) which might affect building settlement.
4. As stated in our September 27th letter, GPC would revise the procedure within 60 days following the NRC's approval of the building settlement Technical Specifications deletion.

In the October 21, 1986, meeting, the NRR Reviewer requested that GPC submit to the NRC additional clarifying information relative to several areas of discussion. The requested information is provided in the enclosure.
