20555 NRC DOCKET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNIT 2 BUILDING SETTLEMENT Gentlemen:

Georgia Power Company's (GPC) September 27, 1982, letter requested the elimination of all reference to total and differential building settlement from the Technical Specifications.

Subsequent discussions with the Hatch Licensing Project Manager and the NRR reviewer established a mutually acceptable basis for the deletion of the Technical Specification.

This basis includes the following provisions:

GPC would 1) Continue to perform the settlement surveys and evaluate the settlement data on an annual basis as per the September 27, 1982 letter;

2) Incorporate the acceptance criteria for allowable total and differential settlement stated in our L

letter of December 1,1978, into the plant procedure used to perform the surveys and evaluate settlement; and 3) Periodically demonstrate what chang *, if any, has occurred to the elevations of the; referenced benchmarks used to perform the surveys.

As stated in the September 27, 1982 letter, GPC will revise the procedure within 60 days following approval of the deletion of building settlement from the Technical Specifications.
