HA'ICH ?KELEAR PLANP UNIT 2 BUILDItG SETTLEMENP Gentlemen:

In our subnittal of September 27, 1982, we stated that: "The settlement records demonstrate that long-term settlement of the structures is virtually complete." However, we neglected to include what the total settlement was.

According to the most recent data, the total settlement of the Control Building, the Intake Structure and Unit 1 Reactor Building are 53%, 59%, and 69%, respectively, of allowable settlement. All other Seismic Category I structures have settled less than 50% of allowable. These are well within the values predicted in our earlier subnittals.

As mentioned in our earlier subnittal on this subject, we intend to continue the monitoring process through procedural controls rather than limitations in the Technical Specifications. The existing procedure (HNP-2-3475) will be modified to an annual frequency instead of every six months. In addition, evaluation criteria will be included to trigger further analysis of the survey data. Should significant findings occur, it is our intention to notify the NRC through the appropriate means.

If necessary, we would be happy to meet with you on this topic at our mutual convenience. If you have any further questions, please contact this office.

Very Truly Yours, 8312280219 831207 PDR ADOCK 05000366 PDR $5 0 ' ^
