Dear Ladies and Gentlemen:

As provided in'10 CFR 50.75(f)(1), each power reactor licensee is required to report to the NRC, on a calendar year' basis, beginning on March 31,1999, and every 2 years thereafter, on the status ofits decommissioning funding for each reactor or part of reactor it owns.

The Water, Light and Sinking Fund Commission of the City of Dalton, operating as Dalton Utilities, hereby submits the information for operating licenses DPR-7 and NPF-5 as requested in accordance with 10 CFR 50.75(f)(1) for the Edwin I. Hatch Nuclear Plant.

It is recognized by. Dalton Utilities that Southem Nuclear Operating Company (Southern Nuclear) will be providing this information to the NRC along with the other Co-Owner submittals. Although Southern Nuclear holds the operating license, Dalton Utilities is one of the licensed o mers of Plant Hatch, units 1 & 2, owning 2.2% of the facility.

Based on the infornkation presented in enclosure one and its attachment, there is reasonable assurance that the Dalton Utilities ownership prorated amount of the NRC prescribed minimum will be available to decommission Plant Hatch units 1 & 2 on the current expiration'date of each unit's operating license as set forth in 10 CFR 50.75(c).

The cost of dismantling or demolishing non-radiological systenu and structures is not included in the NRC decommissioning cost estimates.
