Dear Dr. Grace:

Carolina Power & Light Company (CP&L) has scheduled a full-scale emergency preparedness exercise for the Shearon Harris Nuclear Power Plant (SHNPP) for February 28,1987. This exercise is intended to fulfill the " full participation" exercise scope recuirements set forth in 10 CFR 50, Appendix E. This letter provides the scope of the February exercise and the objectives to be fulfilled (i.e., the 75-day submittal) as requested in the October 11,1984 letter from Mr. R. C. Lewis to Mr. E. E. Utley.

However, this submittal is being submitted af ter the requested 75-day schedule date as discussed between the staffs of CP&L and Region II.

The exercise will consist of a simulated accident at SHNPP which could escalate to a general emergency and will involve planned response and recovery actions to include:

emergency classification, notification of off-site organizations and plant personnel, actions to correct the emergency conditions, and initiation of accident assessment and protective actions as necessary to cope with the accident. The full-scale exercise will simulate an emergency that results in off-site radiological releases. Off-site participants in this exercise will include the State of North Carolina; the counties of Chatham, Harnett, Lee, and Wake; and support agencies necessary to implement their emergency response plans in support of SHNPP.

Objectives of this exercise are to:

  • Demonstrate the ability of the control room staff to perform accident assessment and implement those appropriate mitigating actions necessary to place the plant in a safe and stable condition.
  • Demonstrate the ability to augment the on-shif t emergency organization within the time limits specified within the emergency plan and implementing procedures.
  • Demonstrate the ability of response personnel to analyze current plant conditions, identify and project trends / potential consequences, and formulate near term mitigating actions.
  • Demonstrate the ability to identify and classify the emergency in accordance with the emergency plan.

  • Demonstrate proper procedures for fire brigade response to the type of fire chosen for the exercise.
  • Demonstrate the adequacy of the interface between off-site fire support personnel and the plant fire brigade.
  • Demonstrate the ability to coordinate news releases with state and county ,

personnel.

  • Demonstrate the capability to coordinate the preparation, review, and release of information to the general public.

  • Demonstrate the adequacy of the equipment utilized for off-site radiological monitoring.
  • Demonstrate the ability to coordinate of f-site radiological monitoring activities.
  • Demonstrate the ability of designated dose assessment personnel to determine dose to the public.
  • Demonstrate the ability of personnel responsible for dose estimation to integrate field measurements and dose projections into protective action decision making.
