The NRC Staff's review of the Phase I program for River Bend Station (RBS) is documented in SSER 3. The NRC Staff found the Phase I program for RBS acceptable and acceptably implemented subject to several License  !

Conditions. However, these License Conditions must be revised to j reflect the NHC Staff's final review of the Owners Group generic i findings as documented in NUREG-1216. GSU's letter dated August 4, 1986 (reference RIK-24147) as supplemented by letters dated August 15, 1986, l September 26, 1986, and Septebmer 28, 1987 (reference RBC-24227, RBG-24487 and )W,-26571, respectively) requested these revised License p Con M tions.

," 7 initial revalidation inspections required by the DR/QR report as previously provided in CSU's letter dated June 21, 1985 (reference RBG-21356).

The status of all 57 modifications recommended by the DR/QR report were previously provided in CSU's letters dated May 3, 1985 and June 26, 1985 (reference RBC-20891- and REG-21403, respectively). GSU's letter dated June 26, 1985 identified certain modifications that were not complete at that time. Attachment 1 provides a listing and status of those

.recommen ed d modifications which have not yet been implemented. The remainder of the modifications in CSU's June 26, 1985 letter identified with a status of "open" have been completed.

In addition, GSU has conducted a review of SSER 3. This review has concluded that additional work identified by the Staff in SSER3 has been completed.

1. - At the time this recommendation was made, it was n ecognized that the intake : manifold already contained 3 ribs wele. , to the inside surface. l Subsequent evaluation by the Owners Group consultant that made .this recommendation reveals that a similar design at another site is adequate. GSU is currently reviewing this calculation for applicability to RBS. Preliminary review by GSU indicates that this calculation is- applicable and therefore, no modifications are required. However, this item will remain "open" until this review is completed.
2. The recommended modifications to component 03-650B were Identified in the DR/QR report in 3 separate attachments. Attachment I provided maintenance and modification procedures to allow monitoring of the temperature of the diodes and SCRs. These recommendations have been implemented. The DR/QR report states, " Based upon the review above, it is concluded that the generator controls are adequate for their intended use at River Bend if all the recommendations of Attachment 1 of this report are adopted."

The recommendations of Attachment 2 involve remounting of the diodes and SCRs, and redesign of the cable terminations. As stated in the DR/QR report, "When the recommendations of Attachment 2 are implemented, the recommendations in Sections IA, IB, and IC of Attachment I will no longer be necessary." Because of the extensive retest required following implementation of these modifications and the satisfactory results of the implementation of Attachment 1, GSU will implement the modifications recommended in Attachment 2 during the second refueling outage.

Modifications identified in Attachment 3 were recommended to be implemented at the discretion of GSU to enhance the long-term i reliability and performance of the voltage regulator. As such, these recommendations are plant betterments and will be tracked via the Integrated Living Schedule Program (ILSP) for future consideration.

3. GSU Design Engineering has completed an evaluation of TDI Diesel Generator Owner's Group recommended modifications to Component Numbers 03-717K and 03-717Q. These recommended modifications were intended to allow axial expansion of the supported piping and were l originally based on generic small bore piping design criteria requiring a minimum horizontal offset between anchor points. The recommended pipe support modifications involve changes to TDI designed ASME III piping. The TDI Diesel Generator Owner's Group did not perform an. ASME Code compliance review for these modifications because that responsibility rests with each individual Owner. GSU elected to perform a computer analysis of these lines to verify the adequacy of the existing piping and support configurations for thermal (axial) loads. The results of this more I

stringent analysis, using the NUPIPE computer code, reveal that the existing piping and support configurations are acceptable when compared to the ASME III Code allowable stresses. Therefore, no modifications are necessary to reduce pipe stresses caused by thermal (axial) expansion. to meet the ASME III Code. GSU has l received TDI Diesel Generator Owner's Group concurrence to eliminate these recommended modifications for RBS. )

4. The Integrated Living Schedule Program provides an integrated process for budgeting, managing, and scheduling activities for plant j improvement or modification (plant betterment). Items in this category will be provided with other proposed improvements or modifications.
5. These recommended modifications were made to: 1) reinforce support members of supports running parallel to the engine to provide stiffer load paths, and 2) make bolt hole elongations to allow for thermal (axial) expansion. GSU has conducted an extensive analysis of the starting air piping to determine the actual loadings applied to the starting air header supports during an engine start. This analysis has shown that the assumptions made by the owners Group consultant were overly conservative with these loadings and that ixisting supports are adequate. However, the analysis did show the lolt hole elongations in item 2 above are desirable; therefore, MR 8i-5115 will be implemented during the first refueling outage to provide for bolt hole elongations to allow for thermal (axial) expansion. '
