That response stated that GSU was reviewing its methods for contracting certain outage related work to detennine optimum

3 methods for control of contractors during extended plant outages. This letter describes GSU's actions to insure proper supervision of contract

. personnel during refueling outage 3 (RF-3) .

At the present time GSU is planning to implment a r.ew outago organization

' intended to optimize control of contractors during RF-3. Por bulk work efforts' the General Maintenance Contractor (GMC) will be directed by GSU Maintenance at the supervisor level such that GSU supervisors' will be directing GMC supervisors who Jn turn will be directing GMC ibroman. This organ.tzation structure should adequately control the GC efforts which win represent the majority of all contractor activities during RF-3..

In addition to the new outage organization, the major outage contracts will '

.be different from those in the past in that they will provide for incentives based on a detailed perfonnance program. The amount of the incentive awards will be determined by GSU based on a number of factors including procedure adherence. A new concept is also being implemented with the refueling and general maintenance contracts in that they were

' awarded for a three outage tenn contingent on satisfactory performance.

This concept may be expanded in the future to include the turbino contract based on contractor perfonnance in RF-3.

'No major items are planned to eliminate safety tagging violations. The .

safety tagging administrative procedure is being revised to mke the clearance program ecisier to understand and follow, which should minimize the possibility of error. -In addition, training will be required of . all contractors, who hold clearances, prior to being placed on the authorized tagging list. -This training will include actual on-the-job training which will demonstrate the contractor's ability to submit clearances, check and accept clearances, and to partial release, transfer, and release clearances.

Contractors who perform maintenance will be given additional training according to proceduro MSP-0028 " Qualifications of Contract Maintenance Personnel", which will include the maintenance work order (MO) program (proccdure ADM-0028), jumpers and lifted leads (procedure GMP-0042), and  ;

the measuring and test equipmnt (M&TE) program. The training program will include on-the-job training to allow the contractor to demonstrate his knowledge level by actually performing the activities. This training will stress procedural adherence by contractor personnel.

7b improve the quality of MO job plans, a detailed job plan checklist is used by the mintenance planner when planning to work. The foreman who performs the work will use the second half of the form to evaluate the quality of the job plan. This checklist has been formalized and added to proceduro ADM-0023, " Conduct of Maintenance", as a requirement for the maintenance planners when planning any M O.
