, Gulf States Utilities (GSU) Company subnitted on September 30, 1988 (RDG-28910) an application to amend the River Bend Station -
Unit 1 'Ibchnical Specifications. This request proposed to revise specifications 3.0.4, 4.0.3 and 4.0.4 in accordance with the guidance provided in Generic Letter (GL) 87-09. Included in the 1
request was a proposed change to the bases of Specification 4.0.3 regarding the reporting requirements of 10CFR50.73 on missed surveillances. Further information was subnitted in response to a staff request, on July 17,1989 - (RBG 31258) . In a reply dated Novmber 3,1989 (RDC-39017)' the NRC staff concluded that the GSU proposed change to the bases was not acceptable.
GSU has reviewd the original wording of the bases for Specification 4.0.3 contained in Enclosure 5 to GL87-09 and accepts that wording and the reporting requirements contained
% therein. GSU requests that the GL-87-09 uording for the bases Y for Specification 4.0.3 be implennnted with the review of GSU's
' original September 30, 1988 subnittal as supplmented by GSU's June 6,1990 (RBG-32951) subnittal which provided the response to an NiC Request for Additional-Infonnation on the September 30,.
