NRC's letter of January 5,1999, issued a Notice of Violation and proposed imposition of a civil penalty (Enforcement Action 98-132). Entergy Operations, Inc.'s, response to the Notice of Violation will be issued by March 15,1999, as extended by NRC's letter of

February 1,1999. The enclosed check for $55,000 is for payment of the civil penalty in accordance with the instmetions in the January 5,1999, letter. Payment of the civil

penalty is neither admission nor denial of the violation, as will be further discussed in our
