River Bend Station - Unit 1 Docket No. 50-458 By letter dated September 30, 1988, (RBG-28910), GSU filed an ,

application to amend the River Bend Station - Unit 1 Technical -

Specifications, Appendix A to Facility Operating License NPF-47. I The application was filed to implement NRC Generic Letter 87-09,

" Sections 3.0 and 4.0 of the Standard Technical Specifications (STS) on the Applicability of Limiting Conditions for Operation ,

and Surveillance Requirements." On June 6, 1990, (RBG-32951),

GSV provided a response to the NRC's request for additional information dated July 31, 1989, regarding that application.

GSU is currently in compliance with the applicable technical ':

specifications. However in order to utilize this change during '

t the period prior to the third refueling outage, GSU requests that the proposed technical specification change, when approved by the NRC, be issued as effective immediately with implementation to be  !

completed by September 29, 1990.  !

The purpose is to allow GSU time to review the Safety Evaluation l Report and to ensure implementation of the necessary administrative controls. This request only provides additional flexibility; therefore, the use of the flexibility prior to September 29, if necessary, will depend on the necessary controls ,

being implemented.
