.S MAR 0 i^1989 Docket No. 70-1257 License No. SNM-1227 -

Advanced Nuclear Fuels Corporation ATTH: Mr. Robert Frain 2101 Horn Rapids Road Richland, WA 99352-0130 Gentlemen:

The Office of Nuclear Material Safety and Safeguards, Division of Industrial and Medical Nuclear Safety, is sponsoring a two day Nuclear Fuel Cycle Licensee Workshop on May 3 and 4, 1989, in the Versailles Room at the Holiday Inn, 8120 Wisconsin Avenue, Bethesda, Maryland. The purpose of this workshop is to bring together NRC officials and fuel cycle licensee representatives to discuss various NRC programs and policies. It is designed to provide information on NRC policy and procedures applicable to fuel cycle licensees, develop an under-standing of NRC program objectives, and provide an update on certain pending issues and policy matters. We believe the subjects to be addressed during this workshop will provide useful information to all levels of fuel facility personnel and should be especially beneficial to personnel associated with the management and implementation of radiological safety programs at your facility.

There are no registration or tuition c)sts associated with this workshop and attendance is encouraged by representatives of your facility. The workshop will comence at 8 a.m. on May 3, and should be completed by 1 p.m. on May 4, 1989. Preliminary agenda topics include criticality specialist training, new Part 20 implementation, decommissioning rule / financial planning, and the team assessment program. In addition, discussions will include the four new branch technical positions for fuel cycle facilities, i.e., management controls / quality assurance, requirements for operation, chemical safety, and fire protection.

NRC has arranged for accommodations at the Holiday Inn, 8120 Wisconsin Avenue, Bethesda, Maryland (see enclosed brochure) for May 2 and 3,1989, at the special rate of $79/ night plus tax (single or double occupancy). If you wish to use these accommodations, you must contact the Holiday Inn 1-801-638-5954 by April 4 and refer to Group Number 2480.
