SUBJECT: NRC INSPECTION REPORT 50-344/98-02 i

Dear Mr. Quennoz:

On June 4,1998, the NRC completed an inspection at your Trojan Nuclear Plant. The enclosed

report presents the scope and results of that inspection.

t/sjor activities reviewed as part of this inspection included decommissioning and dismantlement

work underway, spent fuel pool technical specification compliance, self-assessment program, i

review of annual radiological and environmental reports, and activities related to the control of

radioactive material being released from the radiologically controlled area. No violations cf NRC

regulations were identified.

During this inspection, plans to replace the existing spent fuel pool cooling, make-up water, and

clean-up systems with a new self contained system were discussed with your staff. The new

system will be dedicated to the spent fuel pool and will allow for the dismantlement of the

existing systems. Because the new system directly effects compliance with severai technical

specifications, the NRC requests notification in writing from you that adequate acceptance and

testing has been completed such that sufficient confidence has been gained in the operability

and availability of the new system to perform it's intended furection. This request w:ss discussed

. with you during our phone conversation on June 4,1S98, and with your staff during the exit

meeting later that day. Please provide the written notification to this office, Attn:

Ross A. Scarano, prior to initiating dismaritlement of the current system.

in accordance with 10 CFR 2.790 of the 'NRC's " Rules of Practice," a copy of this letter and its

enclosures will be placed in the NRC Public Document Room (POR}.
