ADDITION OF THE NAME OF ARLENE SANDLER, PRESIDENT OF THE COALITION FOR THE ENVIRONMENT TO THE PROCEEDING SERVICE LIST on July 26, 1989, a Designation of Presiding Officer was served on the parties to this proceeding. However, although entered on the computerized service list for this proceeding, the name of Arlene Sandler and her affiliate the Coalition for The Environment failed to print through a data entry error. The service list has been corrected and by this memorandum the attached copy of the Designation of Presiding Officer is being served on Ms. Sandler in her representative capacity.

Pursuant to delegation by the Commission dated December 29, 1972, published in the Federal Reaister, 37 F.R.

28710 (1972), and Sections 2.105, 2.700, 2.702, 2.714, 2.714a, 2.717 and 2.721 of the Commission's Regulations, all as amended, a single member of the Atomic Safety and Licensing Board Panel is hereby designated to rule on petitions for leave to intervene and/or requests for hearing and, if necessary, to serve as the presiding officer to conduct the hearing in the event that an informal adjudicator nearing is ordered in the following materials licensing proceeding.

Hematite Fuel Fabrication Facility Special Nuclear Materials License No. SNM-33 This board is being established pursuant to a notice published by the Commission on May 24, 1989, in the Federal Reaister (54 F.R. 22,510) entitled, " Finding of no Significant Impact and Opportunity for a Hearing; Amendment of Special Nuclear Materials License; Combustion Engineering, Inc., Hematite, MO." The proposed amendment I

would authorize the Licensee to operate new pellet production lines at its p~lant in Hematite, Missouri.

The presiding officer in this proceeding is Administrative Judge Charles Bechhoefer.

Following consultation with the Panel Chairman, pursuant to the provisions of 10 C.F.R. S 2.722, the Presiding Officer has appointed Administrative Judge Jerry R. Kline to assist the Presiding Officer in taking evidence 7.o c in preparing a suitable record for review.
