REVIEW 0F ABB COMBUSTION ENGINEERING HEMATITE SITE SECURITY PLAN (Docket No. 70-36)

We recently received a revision to the Asea Brown Boveri (ABB) Combustion Engineering Hematite Site Security Plan. The revision was submitted to us by the licensee on November 13, 1992. A copy of the submittal was also sent to the Physical Security and MC&A Licensing and Inspection Section, NMSS. Our preliminary review concluded that two o' the changes in the revision were potential policy issues and should be reviewed by NRC HQ as suggested in the Regionalization of Regulatory Functions Policy. The potential p'olicy issues pertained to escort versus training requirements for access to the access controlled are:, a- justification for the adequacy of security measures as they pertain to fuel rods and fuel bundles.

We request that your staff complete the necessary review of the security plan revision and advise us if we can be of any assistance in the review process.

Please advise Mr. J. Creed (FTS 708-790-5643) if we can be of assistance or if your staff have any questions.
