TECHNICAL ASSISTANCE REQUEST - COMBUSTION ENGINEERING, INC., (CE), HYDROGEOLOGIC WORK PLAN FIRST QUARTER REPORT The FCSS Licensing Branch requests technical assistance in reviewing the following project:

PROJECT: CE's submission of the Hydrogeclogic investigation and Ground-water, Soil and Stream Characterization (Hydrogeologic Work Plan First Quarter Report), dated March 9,1999 (copy attached)

CASEWORK /RITSTI'AC NOS: 070036790S/211 AA/L31171 BACKGROUND: On June 17,1998, the NRC approved CE's Hydrogeologic Investigation and Ground-water / Surface Water Monitoring Work Plan for the Combustion Engineering, Hematite Missouri Site, Revision 1, (Work Plan). The results of the field work specified in the Work Plan will be used to determine appropriate decommissioning action for the 10 CFR 20.304 burial area at CE Hematite site. By letter dated March 9,1999, CE submitted the Hydrogeologic Work Plan First Quarter Report which is developed after the first quarter of sampling under the Work Plan. Mr. Jeff Ciocco has been previously involved with this case work.

BEQUESTED ACTION; Please review CE's March 9,1999, submittal and determine whether the information gathered in the submittal could adequately support the statements described in Section Vill, observations of the submittal. Please provide FCLB with specific ,

I comments and recommendations.
