The Agumented Inspection Team report (AIT) RICI Low pressure piping at the Pilgrim Nuclear Power Station and two rel ated issues to PNPS Mr. Kane, As committee members of the Town of Duxbury Nucl ear Matters Committee several of us have reviewed the above report.We submitt the f oll owing questions f or f uther cl arif ication and comments.

1. The category "off normal " . Woul d you pl ease be spef ic about the regul atory status of this cl ossification. Is this a BECO terminol ogy? If so woul d you pl ease state what NRC catagory the event would be classified as? Is this according to tech specs?

2.We are conf used as to the exact number of peopl e invol ved in the incident. Woul d you pl ease tell us who was in the contro11 room at the start of the irc1 dent? Who l ef t the contro11 room and went to the RICI quard? Who was the HP that arrived in the reactor building that did not have a key card time? In your answer coul d you include the qualifications and liscence numbers (both the NRC and Commonweal th) .

Al so woul d you pl ease give specfic detail s regarding the experience and training of the Nuclear Watch engineer? the Nuclear Operations Supervisor? the Reactor Operator?The lead I&C Technician? the two othwer I&C technicians sent to the RICI logic pannels?The two operators who did the " tag outs".

Pl ease be spefic to the type of experience on a Mark I boiling Water reactor that these men have and how long they have worked for the Boston Edsion Compt $ay?

3. It has been noted that this off normal event had the potential to devel op into a Loss of Cool ant type scenario.

We would appreciate clarification on the actual number of incidents (no matter what the classification)that PNPS has had? We have been assured that a Loss of Cool ant Accident is ex treml y unl ikel y. What is the statistical data that substantaites this claim ? Is the history of PNPS in these matters reflected into those numbers?

4. Was the steam that came as the resul t of the RICI off normal incident radioactive? Was there any air born 8906220219 890614

5. On Wednesday ,May 10,1989 a l ocal lobster man noticed steam comming.from the stacks of Pil gim I station . Local moniters substantiated higher numbers for background radiation readings?We were tol d that PNPS was 'in col d shut -

down at that time. Was PNPS venting on that date? If not what was.the steam in the stack?

6.On Thursday May 11,1989 a. man who first killed his wif e and~ subsquentl y stol e a pl ane f rom Logan airport . He then proceeded .to" Buzz" Logan and the entire South Shore area for a number of hours . Sel ectwoman . Al ba Thompson has confirmed that a plane was cited in Pl ymouth and that the l oc al Plymouth' airport had been armed. Reports were that this plane was' cited'at the'beginning of Rockey Hill Road less than 1/2 mil e f rom PNPS.

Our concern focuses on the security at PNPS at that time.Was the NRC notified of the incident? What precautions

- are presently in place to deter any such maniacs?
