. Cb February 7 and February 15,-1989, several citizens from the Pilgrim I IPZ went to Taunton, MA, to view the reception / decontamination center located at Taunton State Bospital. h following is a synopsis of the visit.

Febmary 7,1989: Kate O'Brien and Mary Dinan, who are nenhas of town appointed em-mittees followed directions taken imm the nost recent time estimates and traffic managmant update developed for the Boston Edison ihnr=_ny by ELD Associates. Using

, the directions for north of Kingston they timed their trip fzun Exit 11 of Rt. 3. It

.took approximately 2.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> to get to Taunton State Bospital following this route.

%? route directions were flawed. here is no Rt. 495 west-Rt. 495 is a north-south route. 'Ibe directions lead thmugh the center of Bmckton. In addition the directions are wmog as well as mislending. Wben arriving in Taunton they lead to the wrong side of town necessitating turning around and driving thmugh Bradlees parking lot to com-plete the set of directions.

Once we arrived at the hospital we found a locked trailer parked outside a dilapidated old substandard building called the QLin Building. %e condition of the building was deplorable. he windows were barred, many were broken, and the interior of the building I appeared to pose a genuine safety hamd. We sondered if it would be safe to enter let alone conduct the nnssive undertaking of nooitering the thousands who sould be required to evamate to that facility. Trash was on the floor and it was filthy. %ere were numemus cells inside that must have housed the mentally ill. D e criminally insane ara boused by the state a few bundred yards away.

%e single trailer outside that is to be used for decontamination was locked. We peered inside and were able to see 2 showers, 2 toilets, and a urinal. % ere was one entrance with stairs and an exit at the side with no stairs. here were many pipes unattached under the trailer. Neither the trailer nor the Qin Building was handicapped accessible as sandated by federal and state law.

l l We walked around for approx 3mately I bour. We saw a large sooden box directly in front l

on the right side of the Otin Building. During that time we saw no evidence of any worken nor did we notice any footprints in the snow. We could only speculate that nothing was currently being done or had been recently done to make any substantial progress in this vital area. We did, b:vever, take pictures of the trailer and the area. Ye went bcrae by a nuch more expeditious route.

Tn2 following is an account of their trip.

February 15, 1989: Following a different sat of directions taken frtrn the time estimates for people east of Rt. 3, it took 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> and 45 minutes to arrive at Taunton. We started the trip mid-point at Rt. 106.

hese directions were also flawed and inaccurate. hey ,

too, refer to route directicos that do not exist. We had to stop 3 different times to ask for directions. hese directions again led to the wrong side of town and we again had to turn amund and go through the access road of Dradlees parking lot. Upon arriving at tbe reception center it was clearly evident that no progress had be<m made from the previous week, he only change that we noted was that the snow had melted. D ere was still only one trailer without ranps for the handicapped. The pipes sere not connected, the building was in the same deplorable condition, the trasb was the same trash, and j the wooden box was in the same position. It was very apparent that no progress had been made. {

has been listed as a reception center for 3 years and is even listed in a paid advertise-ment in the phone directory. We find it very had to believe that your regulatory agency, j who has the final jurisdiction on the energency plans, has overlooked such a vital ccopo-ntnt of the energency response plan.

C3 would appreciate your irwdiate attention in this untter and se ask for your response in writing. We also request that this correspondence be entered into the Public Ibcument 7bom as well as into any other appropriate records. ~~ '
