This is in response to your October 28, 1986 letter requesting an exemption to the requirement for an NRC U Special Nuclear Material Access Authorization, as specified in 10 CFR 11.11(b)(1), for those individuals employed within the criteria of 11.11(a)(1) who presently have a complete application for a DOE Q Access Authorization pending through the U.S. Department of Energy.
We have reviewed this request and have determined that the granting of your request is warranted, will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest.
Accordingly, we are hereby amending Safeguards Amendment SG-1 to your License No. SNM-368 by issuing an unnumbered license condition, effective immediately, to read as follows:
Notwithstanding 10 CFR 11.11(b)(1)(ii) and notwithstanding Section 24.1.6 of the plan identified in Condition 9.1.A, the licensee may use individ-uals, employed within the criteria of 11.11(a)(1),who presently have a complete application package for a DOE Q Access Authorization pending through the U.S. Department of Energy to satisfy Nuclear Material Access Authorization requirements as specified in Section 24.1 of the Security Plan identified in Condition 9.1.A.
