This letter is in regard to your letter, with enclosures, dated May 25, 1989 i

whereby you submitted certain revisions to jaur currently spproved 10 CFR Part 70 J

Fundamental Nuclear Material Control (FNMC) Plan under the provisions of 10 CFR j

70.32(c).

We have determined that the ' revisions are consistent with regulatory requirements

and meet the intent of regulatory guidelines and standards. We have further j

determined that the changes will not decrease the effectiveness of your safeguards

]

program, nor will they adversely affect the comon defense and security nor the J

public health and safety, and are otherwise in the public interest. Accordingly, I

License Condition 2.1 to Safeguards Amendment SG-1 to your License No. SNM-368 is hereby revised, effective upon receipt of this letter, to read as follows:

We note that the change made in Section 7.4.2 (page 7-5) satisfies in part IFl 89-201-01 (MC&A Inspection Report 89-201) in regard to defining " continuing" in relationship to an ongoing seal integrity validation program.
