In accordance with the statements, representations, and conditions specified in your application letter dated May 22, 1992 and pursuant to Title 10, Code of Federal Regulations, Part-70, Materials License No. SNM-368 is hereby amended to add attachment A, entitled Analysis of The Sentic Leach Fields and Incinerator Pad for Decommissionina, which authorizes the decommissioning of the septic leach fields, to the UNC Naval Products Decoiaissioning Plan. All other conditions of the license shall remain the same.
Accordingly, License Condition 19 is revised to read as follows:
19.
At the end of plant life, the licensee shall decontaminate the facility and site in accordance with the UNC Naval Products Decommissioning Plan dated June 10, 1991, and attachment A dated May 22, 1992, so that the facility and grounds can be released to unrestricted use.
The financial plan, to assure that funds will be available for decommissioning, submitted by letter dated April 24, 1978, and the enclosure to the letter dated November 30.
1978, are hereby incorporated as a condition of the license.
This plan for decommissioning the septf c. leach fields indicates that a final set of survey measurements for external radiation will be made of the septic leach fields after deep plowing and that_a dose assessment code will be utilized to demonstrate exposures to man from all pathways. The external radiation survey is not required as-the systematic soil sampling, described earlier in the plan, will establish that~ the septic fields are releasable for
. unrestricted use. The dose assessment modeling is also not required because you have committed to clean-up residual enriched uranium contamination to -
levels below option 1 of the 1981 Branch Technical Position (BTP) (46 FR 52061). : The BTP has already established that the option 1 enriched uranium -
concentration in soil. is acceptable for enrestricted release situations, therefore, a dose assessment:is not needed.

UNC, Inc. On September 8,1992 the NRC staff issued a Safety Evaluation Report (SER) for the UNC amendment application dated May 22, 1992.
In that SER, the staff recommended incorporation of a license condition that would not allow the use of the UNC proposed monetary limit of $25,000 per person-rem averted for an As low As Reasonably Achievablo (ALARA) analysis.
Upon further reflection, the staff believes that the Utic proposal is a reasonably conservative bounding value in suppcrt of an ALARA analysis.
Therefore, even though NRC has not established a monetary value for ALARA in decommission'ng situations, the staff believes that the UNC proposal for ALARA analyses is an acceptable approach.
Accordingly, this revised SER does not incl"de the license condition recommendation contained in the September 8, 1992 SER.
This revision does not effect the Finding of No Significant Impact (57 FR 38071).
Enclosed are copies of the Revised Safety Evaluation Report, Environmental Assessment and Finding of No Significant Impact.
