Dear Hr. Lundy:

Senator Bingaman requested that the Nuclear Regulatory Commission (NR respond to your letter dated July 1, 1991, concerning the Palo Verd Nuclear Plant in Phoenix, Arizona.

The Palo Verde Nuclear Station (Plant) has three operating uni . Full power licenses were granted for Units 1, 2 and 3, on June 1, 1985, pril 24, 1986, and November 25, 1987, respectively. These licenses were o y granted after thorough licensing reviews and preoperational testing for ach unit. The information regarding the authorization to operate at 10 I is inaccurate. At present these plants are authorized to operate at 100K ull power.

To respond to your fears about nuclear energy, the C, has the sole responsibility in this country to regulate nuclea power. With this responsibility, the NRC has the major function protect the health and safety of the public. To further carry out t s function, the NRC has stationed employees, Resident Inspectors, at ll nuclear power plants, including Palo Verde. These Resident Insp tors monitor plant operations ensuring that the facility is safely oper ed in accordance with technical specifications and conditions associate with the operating license.

In order to make information publica y available, NRC has established a local public document room (PDR) for Palo erde Nuclear Station. This PDR is located at the Phoenix Public Lib ry,. 12 East McDowell Road, Phoenix, Arizona.

We hope that our response to our concerns show you that the NRC is taking appropriate actions to ensu safe operation of all Palo Verde Nuclear Station operating reactors.

Dear Mr. Lundy:

Senator Bingaman requested that the U.S. Nuclear Regulatory Commission (NRC) respond to your letter of June 24, 1991, concerning the Palo Verde Nuclear Generating Station in Phoenix, Arizona.

Palo Verde has three operating units. The NRC granted full power licenses for Units 1, 2 and 3, on June 1, 1985, April 24, 1986, and November 25, 1987, respectively. These licenses were granted after thorough licensing reviews and successful completion of preoperational testing for each unit. The information regarding the authorization to operate at 50-percent power is inaccurate. At present these plants are authorized to operate at 100-percent power.

You expressed fears about nuclear energy. The NRC has the sole responsibility in this country to regulate commerical nuclear power and to protect the health and safety of the public and the environment. To assist in carrying out this charter, the NRC has stationed resident inspectors at all nuclear power plants, including Palo Verde. These resident inspectors monitor plant operations ensuring that the facility is safely operated in accordance with technical specifications and conditions associated with the operating license.

To make information publically available, NRC has established a local public document room (PDR) for Palo Verde. This PDR is located at the Phoenix Public Library, 12 East HcDowell Road, Phoenix, Arizona.

We hope that our response to your concerns show you that the NRC is taking appropriate actions to ensure safe operation of each operating reactor at the Palo Verde Nuclear Generating Station.
