Dear Mr. Gigliotti:

The purpose of this letter is to C iy one of the near-term NRC/ DOE Compara-bility Reconnendations, that of post...g guards at Material Access Area (MAA) portals, and to discuss the definition of a MAA.

Your Physical Security Plan is inconsistent in that paragraph 1.5 on page C13 identifies the B-South area as a MAA whereas paragraph 1.5.1 on page Cl-5 refers to it as a Limited Access Area (LAA) within the entire MAA (Building B). Since this area contains unencapsulated material, it must be designated and treated as a separate MAA throughout your plan. Further, your plan (paragraph 1.5.1, page Cl-5) permits access to this area to be controlled by a watchman. Accordingly, the plan n,ust be changed to designate the B. South area as a MAA and to provide 4

for only guards to be posted at portal to the B-South MAA.

Accordingly, the UNC Physical Security Plan must be changed to redefine the MAA boundaries, designate the current LAA as a separate MAA, and to provide for the posting of guards at each PAA portal. Please include this change in your next routine submittal.
