i The purpose of this letter is-to note our concerns over the potential reduc-
. tion in security force manning which may impact upon your abi'ity to meet regulatory requirements.

-Specifically, regulations in 10 CFR Part 73 require that there be a minimum of five tactical response team (TRT) members on your site at all times. Guards assigned to the TRT must carry response weapons, have only duties that are compatible with response force functions, and have special training in TRT i
tactics.
We would like you to consider options in your protection strategy which will allow you to maintain the required TRT manning levels. Mr. Charles E. Gaskin i
will be visiting UNC on August 28-29, 1990 and is prepared to discuss your various approaches to this security manning issue. He will also discuss i
options in physical protection and training requirements as well as any physical security plan changes necessary to implement alternative protection strategies.
