- ' Inspection No. 70-371/88-12 This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by. D. W. Jones of the NRC's Region II office.on' December 5-9,~1988. The-inspection included a review of activities authorized for your Uncasville

             ' facility. _ At the conclusion of the inspection, the findings were discussed-with those' members of your. staff identified in the enclosed Inspection Report.

Areas examined during the inspection are identified in'the report. Within. these areas, the' inspection' consisted of selective examinations of procedures and representative records, interviews.with- personnel, and observation. of activities lin' progress. 7The' inspection indicated that certain activities appeared to violate NRC requirements. The violations, references to pertinent requirements, and elements:to be included in your response are described in the Notice of Vioistion,' enclosed herewith as Appendix A. The enclosed Inspection Report documents oral commitments (see paragraphs 2 l

and 3) made by licensee representatives and discussed in the exit interview. -

In-accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure will'be-placed in the NRC Public Document Room unless you notify this office, by telephone,~ within 10 days of the date of this letter, and submit written application to withhold information contained therein, within 25 calendar days from the date of the transmittal letter. Such application must be consistent with the requirements of 10 CFR 2.790(b)(1). If we do not hear from you in

             .this regard _with the specified period noted above, the report will be made available to the public and placed in the Public Document Room. The telephone notification of your_ intent to request an extension of the 10-day period which you believe necessary should be made to the Chief, Document Control Section, L               USNRC Region I, at (215) 337-5223.
