APPENDIX A - NCTI7CE OF VIO1ATION NRC Cw. m t:
10 CFR 20.408(a) states, in part: "This section applies to each person licensed by the n-iaaion to:'... (3) Possess or use at any one time, for purposes of fuel processing, fabricatirg, or usr u -ssing, spncial nuclear material in a quantity exceeding 5,000 grams of contained Uranium-235, Uranium-233, or plutonium or any cambination of thereof pursuant to Part 70 of this chapter;"
10 CFR 20.408(b) requires,-in part:
"When an irdividual terminates enployment with a-.liomaee described in paragraph (a) of this section, the licensee shall furnish to the... USNRC,... a report of the blividual's exposures to radiation and radioactive material, incurred w ring the period of enployment of work assignment in the licensee's facility, containing information recorded by the licensee pursuant to 20.401(a) ard' 20.108.'
Such report shall be furnished within 30 days after the exposure of the individual has been determined by the lioer.see or 90 days after the dato of termination of enployment or work assignment, whichever is earlier."-
10 CFR 20.409(b) requires: _ "When a licensee is required pursuant to 20.405 or 20.408 to report to the Comission any exposure of an individual to radiation or-radioactive material, the licensee shall also notify the individual. Such notice shall be transmitted at a time not later than the transmittal to the &=inaion, and shall cmply with the provisions of 10.13(a) of this chapter."
contrary to the above,' as of March 29, 1990, the licensee was not furnishing termination reports of personnel monitoring for individuals who had terminated employment at the UNC Naval Products facilities.

APPINDIX A - NOI' ICE OF VIOIATICN 1
UNC RESPJNSE:-
As is explained in the inspection report, UNC had believed that this requirement was not applicable to our type of operation. However, as the NRC has ncW stated that it is, we are initiating the issuance of termination reports, as described below.

Corrective steps whicti have been taken and the results achieved:

Data processing has designed a ccreputer pr%mui which will-pzwide a listing.of all terminating personnel. The informatien will be'used with external dose data required by 20.202(a) and Health Ihysics records of internal exposures to radioactive material to canplete termination reports of personnel nonitoring for individals who will terminate enployment at UNC.

The steps taken in 1. above will avoid further violations.
