Dear Mr. Collopy:
This letter is with regard to your letters, with attachments, dated January 16, 1989, January 27, 1989, and February 14, 1989 whereby you' submitted certain proposed revisions to your currently approved Fundamental Nuclear Material Control (FNMC)
Plan.
With reference to your letter dated January 16, 1989, we he.ve determined that the incorporation of current License Condition 7.4, with the added clarifying phrase, into your currently approved FNMC Plan as new Section 7.6.1, Packaging Requirements, (Page.7-8: Revision 10)isacceptable. Therefore, License Condition 7.4 to current Safeguards Amendment SG-1 to your License No. SNM-368 is deleted upon receipt of this letter.
The proposed FNMC Plan changes (new Section 4.5.1.2.1, Volumetric Measurements -
Sectioned Elements, Page 4-21, Revision 11) and a clarification of existing Section4.2.2,StandardsCertification, Item (4),Page4-5, Revision 11,as contained in the attachment to your January 27, 1989 letter are also acceptable.
In addition, we also find acceptable the new FNMC Plan Section 5.14, Records and Reports - Subsection 5.14.1, Additions To and Removal From Process, Page 5.6, Revision 13 as contained in the attachment to your letter dated February 14, 1989.
Our approval of all the above changes to your currently approved FNMC Plan is based on our review conclusion that the changes are consistent with acceptable current industry practices und meet the intent of regulatory guidelines and standards. We have further determined that the changes will not decrease the effectiveness of your safeguards program, nor will they adversely affect the common defense and security nor the public health and safety, and are otherwise in the public interest. Accordingly, License Condition 2.1 to Safeguards Amendment SG-1 to your License No. SNM-368 is hereby revised, effective upon receipt of this letter, to read as follows:

2.1 The licensee shall follow Chapters 1.0 through 8.0 of its Fundamental Nuclear Material Control (FNMC) Plan, dated January 6,1988 designated as Revision 8; pages 4-25, 7-5 and 7-Sa dated August 15, 1988 (Revision 9);
pages 7-8 and 7-8a dated January 16,1989(Revision 10);pages4-5,4-21 and 4-21a dated January 27, 1989 (Revision 11); page 5-6 dated February 15, 1989 (Revision 13) and as may be revised in accordance with, and pursuant to, the provisions of either 10 CFR 70.34 or 70.32(c).
We wish to take this opportunity to commend UNC material control and accounting personnel for their timely submittal of appropriately revised FHMC Plan changes in response to Region I, Region II and NRC Headquarter recommendations.
We have determined that the attachments to your letters dated January 16, 1989, January 27, 1989 and Febuary 14, 1989 u ntain information of the typed specified in 10 CFR 2.790(d). Accordingly, punuhnt to Section 2.790(d)(1), such infor-mation is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4)andshallbewithheldfrompublicdisclosureunlesssubjecttothe provision of 10 CFR 9.23.
