Gentlemen:

Subject: NRC Combined Inspection Report No. 50-54/88-03

This transmits the findings of the routine safety inspection conducted by Mssrs.

N. Dudley and D. Wallace of this office on September 6-9, 1988 at the Sterling

Forest Research Reactor and to discussions of our findings held by Mr. Dudley

with yourself and Mr. Ruzicka at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations for procedures and representative

records, interviews with personnel and observations by the inspector.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. The vio-

lations concern the fact ' hat some calibrations required by Technical Specifi-

cations and some routine 6aintenance activities are not being controlled by

approved procedures as required by your license. Additional concerns were raised

as to the lack of progress in the development of a "better controlled" maintenance

program and the lack of control and review of facility procedures and surveil-

lance tests. We are concerned with the number of activities being conducted

without management review and control, and recommend that you review section 6

of the Technical Specifications to assure compliance with all regJlatory

requirements. You are required to respond to this letter and in preparing your

response, you should follow the instructions in Appendix A.

This letter acknowledges receipt of your letter dated September 15, 1988

concerning NSC review of procedures. Discussion of the content of your letter

is included in the enclosed Inspection Report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room. The response directed by this

letter and the accompanying Notice is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reducti m

Act of 1980, PL 96-511.
