Subject: Inspection Report No. 50-54/87-01

This refers to the routine safety inspection conducted by Mr. D. Haverkamp of this

office on January 20-23, 1987 at the Sterling Forest Research Reactor of activities

authorized by NRC License No. R-81 and to the discussions of our findings held by

Mr. Haverkamp with yourself and other members of your staff at the conclusion of

the inspection.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records, in-

terviews with personnel, measurements made by the inspector, and observations by

the inspector.

Our inspector also verified the steps you have taken to correct the violations

brought to your attention in the enclosure to our letter dated November 25, 1986,

and to which you responded in your letter dated January 9, 1987. Thank you for

informing us of the corrective and preventive actions documented in your letter.

These actions were examined during this inspection and found acceptable.

Within the scope of this inspection, no violations were observed.

In accordance with 10 CFR 2.790(a), a copy of thi:., letter and the enclosure will

be placed in the NRC Public Document Room unless you notify this office, by tele-

phone, within 10 days of the date of this letter, and submit written application

to withhold information contained therein, within 25 calendar days from the date

of transmittai letter. Such application must be consistent with the requirements

of 10 CFR 2.790(b)(1). If we do not hear from you in this regard within the speci-

fied periods noted above, the report will be made available to the public and

placed in the Public Document Room. The telephone notification of your intent to

request an extension of the 10-day period which you believe necessary should be

made to the Chief, Document Control Section, USNRC Region I, at (215) 337-5223.
