Dear Mr. Truskowski:

I am writing to confirm the discussions we had yesterday and this morning regarding strontium-90 analyses of water discharged through the 001 outfall at the Cintichem site.

Paragraph V(A) (1) of the Order on Consent (amendment 4) requires that water from the retention pond (S-12) be sampled and analyzed for gamma emitters before the water is batch released to the 001 outfall.

Under section 380-6.1(b) (2) of 6 NYCRR Part 380, Cintichem is required to evaluate the concentrations and quantities of r3dionuclides released to the environment.

Therefore, although it is not specified in the Order, Cintichem 4

must also analyze S-12 samples for strontium-90.

Samples collected at 5-12 during any one period of continuous pumping may be composited for Sr-90 analysis.

We also discussed compositing some S-12 samples that are taken before the batch releases from the retention pond.

However, the Department will not approve that at this time.

The S-7 diversion was only recently made permanent, on January 23, 1995.

Before that date, the water from S-7 diluted the water in the retention pond.

It also may have masked variations in the Sr-90 concentration of the pond water.

Therefore, we do not yet know the current concentration of Sr-90 at S-12, nor how that concentration varies over time.

We need to evaluate such data l

before deciding how many samples should be composited.

Cintichem should continue to analyze for Sr-90 the individual batch samples from S-12.

We will discuss the possibility of compositing samples after the Department receives the Sr-90 results for February, if there is sufficient data from that time period.
