ANNUAL ACCESS LETTER 1

t This letter with Attachments A and B concerns our needs and your procedures

' for admitting NRC personnel to your facility.

j NRC regulations (10 CFR 50.70) provide that NRC resident and region-based inspectors, who are identified by the Region, shall be afforded immediate unfettered access to your f acility 'for purposes of inspection (equivalent to access provided your regular plant employsos).

Prior to being granted such t

access, our inspectors must show proper NRC identification and comply with applicable access control measures for radiological-protection, security, and j

l r inspector's personal safety, However, the regulations are not intended to i

hinder NRC inspector access to the plant to carry out the agency's inspection responsibilities.

The identified personnel have completed general training in radiological protection, security and personal safety comparable to that furnished by you to regular site employees granted unescorted access. At timos, our inspectors have encountered Unscceptablo delsyc prior to being granted ateess becausa Lhty were required to take basic training.that was neither germane to inspection activities nor appropriate to their nuclear experience.

You should provide appropriate site-specific training'. However, this y

site-specific training should not delay the inspector s access;during normal i

working hours longer than approximately unw huur.

If much training is only available during normal working hours, the inspector's access during off nui m i wurkiny hours should not be delayed;. radiai, the inspector should be l

provided immediate escorted access to all areas of the plant he/she requests.

In such cases, the training should be delayed to the day shift.

All NRC inspectors have been issued NRC picture badges, whic' thould be sufficient identification to satisfy the identification requeiments of 10 CFR 60.70(b)(3). Where this may conflict with the specific langut in your security plan, your plan may be changed under 10 CFR 50.54(p) or you should

-issue permanent, non-employee, no escort required picture badges as authorized by 10 CFR 73.55(d)(5) to the identified personnel when they arrive on-site.

if key cards are necessary to gain Af ter appropriate access controls are met, access to certain areas of your f acility, then they should be issued at the start of the inspection.

For any areas of the plant where a "two man rule" pertains, combinations of NRC and NRC contractor personnel will suffice.

i The Attachments to this letter are effective upon receipt and expire on December 16, 1989. These Attachments will be reissued annually.

Interim changes will be made on an as needed basis.
