Subject: NRC Combined Inspection Report Nos. 50-54/89-02; 70-687/89-02
A routine radiological controls inspection was conducted by Mr. R. L. Nimitz-
,
of.this office at the Cintichem Hot Laboratory and Reactor Facility, Tuxedo,
New York on March 28-31, 1989.
The purpose of.the inspection was to review your actions on previous NRC
findings, implementation of your commitments outlined in NRC Confirmatory
Action Letter No. 88-15, dated June.30, 1988, and review routine radiological
control practices at the laboratory and facility. The inspection findings were
discussed with you at the conclusion of the inspection on Ma -h 31, 1989.
Within the scope of this review, one violation was identified. The violation
involved failure of workers to notify appropriate personnel upon identification
of personnel contamination. A number of weaknesses were also identified. These
are discussed in the enclosed inspection report. These weaknesses were
discussed with you at the March 31, 1989 inspection exit meeting and during a
telephone discussion held between you, Mr. Paul Swetland and Mr. R. Nimitz and
myself on April 5,1989. As a result of the discussion, it is our understanding
that an Action Plan to address the identified weaknesses will be developed and
submitted to this office by April 30, 1989. A meeting to discuss the Action
Plan will be held at this office on May 11, 1989.
If this is not your
understanding, please notify us within five days of the date of receipt of the
letter.
You are required to respond to the enclosed Notice of Violation in accordance
with the instructions contained therein.
