ISSUANCE OF LICENSE AMENDMENT NO.120 TO FACILITY OPERATING LICENSE NO. DPR-6, BIG ROCK POINT PLANT (TAC ~NO. M99687) AND APPROVAL OF QUALITY PROGRAM DESCRIPTION CHANGES (TAC NO. M99793)

Dear Mr. Powers:

The Commission has issued the enclosed Amendment No.120 to Facility Operating License No. DPR-6 for Big Rock Point Plant. The amendment is in response to your application dated September 19,1997, as supplemented by letters dated October 10 and November 12, 1997, and June 5, July 21 and 27, October 14, November 25, and December 21,1998.

The enclosed amendment changes License No. DPR-6 and its Appendix A, Technical Specifications, to reflect the permanently shutdown and defueled status of the plant. This amendment also reflects the withdrawal of certain portions of your proposed amendment you requested in letters dated November 25 and December 21,1998.

I The enclosed Safety Evaluation provides evaluation of these changes and of your proposed changes to your Quality Program Description (QPD, Revisions 19a and 19b) as submitted by l your letters dated October 10,1997, and July 27,1998, to reflect the permanently I shutdown and defueled condition of the BRP facility. The staff finds your QPD revisions acceptable.
