Dear Mr. Josiger:

On November 28, 1984, the Indian Point 3 Nuclear Power Plant's emergency preparedness exercise for the State of New York and local governments was observed by the Federal Emergency Management Agency (FEMA). En-closed is the Post Exercise Assessment report dated February 27, 1985 which provides the FEMA findings.

During the course of the exercise, two deficiencies were identified by FEMA which could lead to a negative finding. These were 1) the formu-lation and issuance of Emergency Broadcast Messages (EBS) from the Joint News Center were delayed; and 2) decisionmaking regarding protective action recommendations was delayed in Rockland County. On April 10, 1985 a remedial drill was held to retest these and other deficiencies identified in the report.

We request that you continue to coordinate your planning efforts with those of the State of New York and local emergency planning authorities to assure deficiencies in offsite emergency preparedness are expedi-tiously corrected.
