Subject:

Alleged Use of a Controlled Substance at Indian Point Unit 3 This refers to the telephone conversations between Mr. J. Linville of this office, and Mr. J. Russell of your staff, held on February 3,1987. It has come to our attention, through an anonymous source, that employees of the New York Power Authority and contractor employees at Indian Point Unit 3, allegedly used a controlled substance while at the site. These persons were identified to you during our telephone conversation.

We ask that you review this matter, including: determining the validity or probability of occurrence; determining whether any safety issues are involved if the alleged activities did occur; and, a brief description of your site fitness for duty program for New York Power Authority and contractor employees.

Please provide a response to this office within 30 days.of receipt of this letter stating the results of your review and a description of the actions taken by you as a result of your review.

The response requested by this letter is not subject to the clearance procedures of the Office of Management and Budget required by the Paperwork Reduction Act of 1980, PL 96-511.
