Dear Mr. Bram:
I am responding to your letter to Mr. James M. Taylor dated December 24, 1996, concerning the proposed corporate reorganization of Consolidated Edison Company of New York, Inc., the licensee for Indian Point Units 1 and 2.
The U.S. Nuclear Regulatory Commission (NRC) has reviewed restructurings of the nature described in your letter under the provisions of Title 10 of the Code of Federal Reaulations, Section 50.80. See, for example, Order Approving Application Regarding the Corporate Restructuring of Pacific Gas and Electric Company by Establishment of a Holding Company, 61 Federal Reaister, 55174 (October 24, 1996). Accordingly, your letter of December 24, 1996, is being deemed an application for consent under 10 CFR 50.80 and has been referred to the NRC staff for consideration.
