SUMMARY

OF MEETING WITH CONSOLIDATED EDISON COMPANY.

A meeting was held at the Region I Office on January 27, 1987, at 11:00 a.m. The meeting had been requested by Consolidated Edison Company to discuss the simulator upgrade program. The following people attended the meeting.

R. Keller, Chief Projects Section 1C R. Summers, Project Engineer N. Dudley, Lead Reactor Engineer J. Wachtel, Operator Licensing 3 ranch, NRR Consolidated Edison Company Attendees:

A. Budnick, General Manager T. Walsh, Program Manager R. Spring, Manager, Regulatory Affairs T. Giorgio, Training Manager H. Chien, Systems and Information Processing The licensee presented the philosophy and objectives of the simulator upgrade program. The objectives of the program are to optimize continuing operator training and to complete certification of the simulator in accordance with ANSI /ANS 3.5, " Nuclear Power Plant Simulators for use in Operator Training" by the end of 1989.

The decision to upgrade the present simulator vice purchasing a new simulator was based on the four year design freeze required for a new simulator and the resources which would be required to build a new simulator plus maintain the present simulator for training purposes. Recent efforts have included upgrading of five software models which will be installed and tested in the near future.

The licensee presented the technical details of the present simulator, the organization of the Simulator Upgrade Program Team, the responsibilities of the Simulator Oversight Committee and the projected five year plan f or commitment of resources f or upgrading the simulator. The NRC recognized that licensee management is committed to procuring a state of the art simulator.

A discussion was held concerning the proposed changes to 10 CFR 55 and the proposed simulator performance criteria. No recommendations or commitments were made or given.
