4 ENCLOSURE 1 NOTICE OF VIOLATION Union Electric Company Docket No.: 50-483 Callaway Plant License No.: NPF-30 During an NRC inspection conducted on September 1 through October 12,1996, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Callaway Plant Technical Specification 6.8.1.a states that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Appendix A, of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33, Appendix A, paragraph 6.a. lists procedures for combating loss of primary coolant.

Section 18 of Emergency Operating Procedure E-1, " Loss of Reactor or Secondary Coolant", Rev.182, describes the steps required to energize hydrogen recombiners following a loss of coolant accident. This procedure instructs that hydrogen recombiners be energized according to Procedure OTN-GS-00001," Containment Hydrogen Control System", Rev.5.

l Contrary to the above, on September 19,1996, the inspectors identified that Procedure OTN-GS-00001 was not properly maintained because a modification made to a hydrogen recombiner temperature indicator was not translated into Procedure OTN-GS-00001.

This is a Severity Level IV violation (Supplement 1).(50-483/9609-02)

Pursuant to the provisions of 10 CFR 2.201, Union Electric Company is hereby required to j submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, '

ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV, 611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full

compliance will be achieved. Your response may reference or include previous docketed l correspondence, if the correspondence adequately addresses the required n.sponse. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for information may be issued as to why the license e.hould not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.

Where good cause is shown, consideration will be given to extending the response time.
