{{#Wiki_filter:- y ENCLOSURE 1 NOTICE OF VIOLATION - Union Electric Company Docket No.: 50-483 Callaway Plant' License No.:- NPF 30 During an' NRC inspection conducted on September 14 through October 25,1997,one violation of NRC requirements was identified, in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600,' the violation is listed belowi Technical Specification 6.8.1.e requires,in part, that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Appendix-A of Regulatory Guide 1.33, Revision 2, February 1978. Regulatory' Guide 1.33, Revision 2, Appendix A, requires, in part, written procedures for procedural adherence. Administrative Procedure APA ZZ-00109, " Procedure Adherence," Revision 11, requires, in part, that continuous use procedures rnust be performed exactly as written. Contrary to the above, on October 12,1997, licensee personnel failed to adhere to the requirements of Procedure OSP-SA 0012B, " Train B Safety injection System Siave Relay Test," Revision 5, a continuous use procedure. Specifically, an operator attempted to stop the auxiliary / fuel building emergency exhaust Train B fan prior to resetting Relay K601. This is a Severity Level IV violation (Supplement I) (50 483/9717-02). The NRC has concluded that informatica regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and I the date when full compliance was achieved is alreedy adequately addressed on the docket in this report. However, you are required to submit a written statement or explanation ~ ' pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position, in that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Contr.ol Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Regicn IV,611 Ryan Plaza Drive, Suite 400, Arlington, Taxas 76011, and a copy to the NRC Resident inspector at the facility that is the subject - of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation.
