The information is as initially received without verification or evaluation, and is basically all that is known by Region IV staff in Arlington, Texas on this date.

PLANT SHUTDOWN TO REPAIR CONTAINMENT COOLER FAN MOTOR  !

On November 27,1998, the breaker for the Containment Cooler A fan motor tripped placing the plant in a Technical Specification Action Statement requiring a plant shutdown if the system could not be retumed to service within 7 days. Subsequent troubleshooting determined that the motor, which was located inside containment, had failed. The licencee determined that replacement of the motor would require use of the containment polar crane.

The plant heavy loads analysis does not support use of the containment polar crane while in Operating Modes 1 or 2. On November 29, at 12:02 a.m. (CST), the licensee commenced a plant shutdown from 100 percent power to Mode 3 to replace the fan motor.

The plant entered Mode 3 at 3:25 p.m on November 29. According to the licensee, replacement of the fan motor was expected to be complete and the plant ready for power ascension by December 2,1998.

The resident inspector monitored a portion of the plant shutdown from the control room.

The state of Missouri has been informed.

Region IV received notification of this occurrence by telephone from the Senior Resident inspector on November 28. Region IV has informed NRR and the EDO's office.

This information has been discussed with the licensee and is current as of 8:00 a.m. on November 30,1998.
